Are you sure there's not a way to do that?
I remember when I was looking at the permissions a while ago and I'm fairly certain you can give limited access to the Admin panel to non-Admins.

Edit: Yeah there does seem to be a way of allowing a non-Admin to edit the Arcade, it'd be little more than a title change back to General Board Mod, with an extra permission, but it might make it a bit more clear to people that we're not throwing out Admin titles to everyone.
