The New Retro Blues[[I hate this fucking censorship bullshit edition]]
The year is 198X, life in New Miami is a cruel one. Ghettos run rampant with crime, clubs overflow with coke, and the New Miami PD have activated their latest 'task force'; N.A.R.C.S. (Narcotic And Repossession Cop Squad). Vice Officers are being paid top-dollar to find out where the drugs and guns are flowing through.
Criminal Intro:
You aren't one of those officers, as a matter of fact you're the very opposite. You decided that instead of being a good citizen, you fell into New Miami peer pressure ad decided to take part in the, "national crisis causing, drug rings." You and your buddies have split from one of The Four and decided to form a place of your own in the Red-Light District in the back of some dirty Poorno store. You dream of making it in the big leagues and taking control of the city all by yourselves.
Vice Officer Intro:
You've had enough of all these drugs running in your streets, and have decided to use your powers of the 'badge' to help you in your quest to ending The Fours grip on the city. You know that by stopping and bringing The Four Dons to justice you'll be able to free the city, become famous, and probably write a book about it when its all said and done. Then retire in somewhere in the Bahamas with a hot spouse an- wait what was your goal again?
Parallel LinesAlright I'm going to switch out of '80s Cursive Text' mode and explain how this will be played, there are two paths you can take and yes both will intersect and intertwine.
Criminals
Alright so Criminals will play like a table-top RPG with hints of business elements, since you'll be in the drug business there will be slight money making systems in place [See: Making Cash in Liberal Crime Squad]. There will also be more violence and less RP in this path, as the focus is more on the gamey elements of taking over the city and growing the best drug empire possible.

Vice Officers
Vice Officers however will be the RP-focused group, since you're a cop you aren't really supposed to be running a drug business or gunning down your suspects in cold blood. Instead you'll be doing your own thing, and focusing on your character(s) with the only gamey element being you trying to find enough dirt to put a stop to The Four Families.
