IN GAME:
When your turn comes, you create a new character. When you get bored, get killed, or survive an entire year, you pass the save along and the next player creates a new character. If your character is still alive when your next turn comes around, you continue play as that character. If your character is dead, then you create a brand new one. This continues until the succession burns out.

An exception to the above rule is if the character is an NPC or if you can keep the character in RP rotation. If you intend to simply create another character and forget your old ones exist, then don't bother. PC's without RP/story agency are little more than an inconvenience to the size of the save file.

Single pool or multi pool at character creation. Freeform is not permitted.

Player to player relations. Due to a limitation with cataclysm DDA, you will not be able to encounter one anothers characters in game. Instead, RP it. Items can be stolen or purchased from other players IF they are found.

Cheating. Unless you have a very very good reason, try not to use the debug functions. I'm fairly certain very few of us will be able to avoid this one, so at least keep it believable. It's a forgivable offense as long as you, for example, remember to turn debug hammerspace off, or don't take extremely strong without thinking to get the prereqs first, or debug in thousands of bullets/drugs for unexplained reasons. Items which are obviously gained in this way will be PURGED, no exceptions. "fun" is not an adequate explanation.

No using mods for metagaming
For those who have dependent mods outside of the RP but whose mods are being used in the RP should not make additions to them simply to get an advantage. Any changes to such mods that change how certain items or effects work that contradicts the established canon with the expressed intent of metagaming will be punished at the discretion of the other players. If an item is changed but not with the intent to metagame, two solutions exists: create a separate version of the mod to be used in the RP or make a patch that changes the item back to it’s original function. Any changes to mods must be reported to prevent this from causing an issue.

IN ROLE PLAY:
No meta gaming, it's the cardinal rule guys. Seriously, don't act on knowledge your charactes most certainly don't have.

If lot's of people are around, try to keep everyone notified of both when you post and when you are ABOUT to post. communication is key.

Try REALLY hard not to kill each other unless otherwise discussed with the owner of the character. this includes NPC's. If player to player combat occurs, you dice it out. Or however you agree to do it.

In RP skills should at least be a semblance of in game skills.

Collaboration should be done in google docs. Doing so in forum can creatively cripple players who are not involved.

SUCCESSION/RP "RIGHTS"

The right of disposal
You have the right to kill off one of your own characters except in the case of "the right of inheritance." This also goes for property such as vehicles and buildings. Right of disposal is forfeit in the case of blatantly debugged items and characters.

The right of inheritance
Other players have the right to adopt your characters under three conditions
1. the character is abandoned. Abandonment is determined by whether or not condition 2 is met or other related factors. (time since last post, length of last post)
2. the adopting player has put forward more effort to creatively characterize or otherwise develop that character than it's creator has.
3. the other players give majority approval of claimed inheritance.
If these three conditions are met, then the character becomes the "property" of the adopting player and the characters creator loses the right of disposal over the character. This right is to avoid character abandonment in the case of well developed characters.

The right of challenge
Any player may issue a challenge between his character and another players character. The system is decided upon between them, if no system can be agreed upon then a system is chosen for them.

The right of refusal
If one player issues a challenge, the assaulted player may refuse. If refusal is issued, then you better have a way to RP that failure. This includes NPCs.

The right of reward
As special incentive to creativity and originality, items can be given out by majority approval if a player writes/role plays well enough AND the item in question is part of what they obtain in RP/story as a result. The conditions for approval should be very high and judgement be strict.

Right of RP modding (as suggested by Noctifer)
If approved by the other players, a player is allowed to mod in and spawn an item or ability in-game if it makes sense within the RP setting and for the character to receive it to make sense as well. Any such item or ability must be mentioned through the RP and failure to do so makes said item or ability forfeited.

Right of Reprisal (As suggested by RedVulnus)
Should the group in general feel that a specific character(or in certain circumstances player) is causing problems the group may determine a punishment for the character. Punishments should generally start as something small(EG:injury, damage to equipment, outright removal of equipment). Should it start off as a significant problem or reaches that point then the character may be killed permanently. This requires a group consensus.
-Should there be a tie Saltmummy will determine it if he has not voted. If he has then the side he has voted on automatically wins in the case of a tie. Players may request a review on the decision but must accept any final decision made.
-Saltmummy’s votes have more ‘weight’ and will be treated as such due to his substantial work for the RP.

Right of inheritence was requested and granted by both consent and majority vote. Discussion was short and went something like this:

As such, right of disposal and all other rights associated with this character now pass to inheritor 'saltmummy626.'

Edited fix to my post, I realized I rushed and derped. On a wifi that blocks discord, so can't say that in the server.
