We were going to fix it but realized it would make Zaweri's position obsolete. We'll probably end up fixing it eventually.

It works fine for me, I've seen Perigrin use it and Lork just used it.
I'm assuming it's not active for non-Admins then?

I changed the permissions and now everyone should be able to use the chat function.
