So, all of this image editing was done in Paint.net which you can grab
here. It's a step up from MS Paint, but is lighter and faster than Photoshop, and has an extensive community that makes plugins to give you the tools you need.
For the "wobbletext", all I did was type my original message into the reply box, hit preview and then screenshotted that text to put into Paint.net.
After, I applied the Jitter distortion effect, which grabs lines of pixels and slides them one way or another a certain amount depending on your settings. (Keeping the max distance low, at a slight angle, and spacing around one makes for "poorly transmitted" but still legible text. The tool doesn't come with default Paint, you can get it
here.)
Then I re-uploaded the jittered text to imgur and posted it here.
For the images (my avatar, signature, and post in HUGHLAUGHUGL) I did a similar effect, jittering at different angles and thicknesses to get a good looking "glitched" effect. The colors in my signature were made by just messing with the hue/saturation levels of the image. My owl avatar was recolored with just the flipped color values. The Banned in Russia image I gave some compression artifacts to by shrinking the image, saving it, and then unshrinking it. I applied a couple more noise filters, jittered it at two different angles, and then desaturated the colors to give it that weird look it has.
That's about it, really. No real reason why I did it other than I felt like doing something weird yesterday. Now, go forth and poorly transmit!
