I'd expect the @ would be pretty simple. Just open paint or similar to the appropriate sized canvas, type in the @, and save as .ico.

Afraid I'm not skilled enough to help you with the gamepad, though you could just steal a pic from Google if you aren't set on some classy pixel art.
