Inhabitants: The Venator, numerous non sentient farm and wild animals.

Home of the Venator the planet is a cold and generally unpleasant place to live according to most races. Temperatures range from severely cold to absolutely freezing. Despite the temperature there are still oceans and lakes in which live numerous different types of water based life forms live.

I'd suggest making it a bit larger than earth, since it's an ice planet, and it has 17 billion residents, which is alot of something the size of earth. But i'd call it approved either way.

The Venator have more than just Hortek to live on, it's just where they originate from and base their government out of.
