Could be a perceived greater risk of winging the ceiling and damaging the pulley for the targets. Or the lights. They're likely overestimating the amount of spread on a shotgun, or they don't want to underestimate how bad a customer's aim might be. :V

Both the indoor ranges I've been to that even allow shotguns at all insist on slugs only, not even buckshot.
