Technically its one of the Mayan death gods. But it's not really easy to tell :D (we have rather few depictions of them).

Actually paying attention to the lines makes it look like he's pressing his hands against the ground rather then groping himself. Look at the lines for the pants and then look at the position of his hands. they extend past his pants.
