Utterly Mad

Secretly, groups of military guerrilas are made. These are with civil clothes, and a weapon if choice. Up to 5 people per group, and a group in every street. Also a knife for melee fighting. Anyone who gets agressive gets a warning, and then gets shot in the leg.
Marines are sent to major buildings and 15 marines are sent to Germany.
