$30 seems entirely reasonable for both of them honestly, it's like £20, considering the amount of work that's been put into both of them it seems fair.
It's entirely up to you, but it's less about the amount of work put in and more about the amount of work that's been put in VS the amount of content in the game.
That being said though, it's better than buying towns (abandonware) or gnomoria. (half implemented features because the devs decided to pull a Bethesda.)

Quite seriously though, I played the fuck out of Rimworld for a few years, and there just isn't much content in it. Eventually you just run out of shit to do. I don't doubt it will be worth $30 when it's done because Tynan seems pretty aware of this and it has definitely improved with each release, but now it becomes pretty "eh" too quickly. Maybe I'm just burned out.

Same sort of thing with Prison Architect. The devs did a great job of building a game that's really fun when you're setting up a prison, and less fun when you're just sitting around tweaking things. I also don't really like that their solution was to add artificial difficulty in the form of tunnels, which are more a pain in the ass to deal with than fun. Gotta give them props for 3D mode and escape mode though.

Think the big issue I have is that neither stand up to DF, which is free and all. At $30 you'll get $1 per hour of fun, which is how I usually measure shit, but there's alot of other stuff that will beat the ratio here in my mind.
