As soldiers scour the buildings looking for civilians to extract, they are simply unprepared mentally for the situation. The number of newly infected individuals is simply much higher than the amount put down. Fire spreads unchecked through most of the city and much of it will become rubble soon. The Prime Minister most of her cabinet are able to extract successfully to a neighboring city.

Civilians are also avoiding the soldiers due to fear for being shot for being wounded.

The scientist comments "It may be prudent to keep some of the potential infected population as test subjects. No one takes the Geneva convention seriously anyways."

Because people aren't stupid, they notice you letting people loose right after locking them up. This provides the evidence that these roving bands of people with guns are backed by government sources. Already angered, the now better armed and already angry people of Quebec revolt. Squads of insurgent civilians begin to attack and kill squads and soldiers inside the city limits.

They're armed with rockets and mortars... Where the hell did they get those?
