If he learned anything during forensics, it's that when test a sample you always leave a control group (which Duncan theorizes) that the people given the masks must be them. Seeing as the next important steps would be to get underground, he figured he best get some protection. He wanted to look around and see if anyone had left behind a gasmask anywhere carelessly.
