MAJOR DISATOR IN MUNICH

As the population of Munich watches on the television on the "hostage situation" going on in one of the hospitals, several other major hospitals across the city begin reporting the same situation. Sadly the Infected in these hospitals begin to pour out and begin terrorizing the surrounding city. Major damage is caused just in the first few hours as civilians panic trying to flee the city and infected kill hundreds. Police cannot contain the situation

Canada
Armed thugs patrol the streets? Eyewitnesses confirm reports of roving bands of people maiming civilians in the streets. No word from any state official.

Civilians protesting the demand for tests begin an organized resistance around the city to escape. Civilians clash with secret patrols and border guards.

Tensions are beginning to come to a head.

Quebecois Resistance members demand to leave the city or they will force the point.

A group of "thugs" guerrilas are captured by the police, just to make the public sattisfied, and are then immediatly put out.

Graham "Accidentally" sends a shipment of military grade weapons to the Quebecois Rebels. It contains supplies, bullet-proof vests, assault rifles, ammunition.

Now, as they have already found out about the gangs, they are disbanded, and only a man or two with an expandable baton in their pocket and a stun gun are put on the streets, with civilian clothes. They will start beating up anybody who walks with a gun or a knife, and is alone. Louis (secretly)  goes to the prison, finds the person with most mafia ties who his mafia wants back, and sends a messenger to the familly, asking for assistance against the revoulters and, as a reward, they are going to get any person from their mafia in the prisons back, plus a million dollars. That is all secret. He then gets a couple of young people, 21 -  29 years old, (they are policemen under cover) and they will start asking to join the revoult and to ask where the weapons are. And then (secretly) a battalion with 150 people are gathered around the city, in the forests, and start making trenches, in case of a war. Another 2 battalions of soldiers are(secretly)  preparing for a war in Quebec. And, after the trenches are made, snipers are going to patrol around the trenches and shoot on sight. And a special forces battalion is (secretly)  started to get trained for a possible close fight with the rioters. (Secretly) A group of the most muscular and athletic people are being gathered to start a training to become a type of Arkans Tigers, and IF possible (again, secretly) a messenger goes to the Balkans to search for a live instructor who was in the Arkans Tigers. The same goes for a couple messengers around the Middle East, speaking with terrorists to come when called with suicide bombers in Canada and start bombing the critic points of the rebels. Secretly, undorcover policemen search for coffees, pubs and restaurants where a lot of rebels gather.

The UN Quarantines Germany! No flights/ships to or from Germany!

The streets of Munich run red as the blood of infected, civilians, and the military runs through the streets. Most of the town is burnt to the ground and what survivors there are have already left the city. The infected remain in the city, mostly, though enough have escaped into the country side to begin their terror there. More cities are now reporting the infection and call for the help of the military.

Quebec declares itself Independent!
Germany declares war on Canada!

The rebels now backed up by the Germans are able to take the fight back to their Government oppressors. The city becomes a ruined war zone as Rebel forces push out the government forces. Most of the undercover police are unable to stomach the entrance ceremony of the Rebels, killing a tied up officer. Those that do follow through haven't reached the level of trust to uncover where the military arms are mainly located. The Baton Squads lose all usefulness as rebels kill those who are suspected of being a part of the government and these jackboot goons certainly fall under the category. Muslim terrorists refuse to work for heretic Canadians and sympathize with the rebels.

Infected numbers are on the low side with all the heavy fighting but the recent dismantling of the quarantine, those surviving infected are able to escape and head into the country side.

Graham sends high quality military grade vehicles, weapons, and gear. Along with that he'll send troops to Quebec. He sets up a memorial in Berlin for Munich. Graham nukes Canada.

As the bombs drop around Canada and Germany, tensions soar around the world as India nukes pakistan. The United States moves into Canada and the EU begin to divide Germany amongst themselves.  Eventually even they aren't spared and they feel the cleansing fire of Nuclear Holocaust. Of course, you wouldn't know any of this since you were both moved into a special bunker before the orders were done.

Here, a new chapter would begin for humanity.
