Seriously though it's because most of that is bugfixes, and I make sure to get mods that don't have many conflicts. In fact today I went to fix a mod that wasn't working and wounded up with 15<x<20 more mods. I also have F:NV Edit which is a godsend. You can merge and manipulate mods, you can also overwrite conflicts as simple as dragging the value you want to the furthermost mod. I am also extremely careful about mods that may change things in the same vicinity because that can lead to crash-topia.

Honestly though I don't think I have had a game this stable before! Hell the only crashes I have had was when I had a small mod conflict problem which I resolved quickly! (Not counting the time it was crashing because I had a sub mod with a wrong master, that was just me being a dingus.) I haven't even had crashes in Freeside and that place is notoriously unstable! :D

Okay, heres my modlist for F:NV, gonna have to type all of this out, annoyingly.
All mods included are active unless otherwise stated. This is gonna be kinda long so I'll put it in a spoiler.

In total I have 97 mods active. I've never used FNVEdit and it's relatively stable, I crash frequently on certain areas, or I'll crash purely because my computers pathetic 2GB of RAM gets overloaded, or runs out which has only happened to me once.

FNVEdit is amazing I seriously recommend it. Sometimes mods my overwrite others entirely and still be stable but you will just have a whole mod that all it does is take up room. you can also use it to merge ods, so you can have MORE ROOM FOR MODS!

I use my iPad for it, connected to the internet through my phone.
I mean I can download stuff onto my computer but it's kind of overly complicated, need to move files around through my iPad to my phone and then onto my computer and it can mess things up occasionally.
I've got unlimited internet on my phone so it's not really an issue, I go through about 60gb of data a month, but I can't connect my phones internet to my computer, technically I shouldn't even be able to connect it to my iPad but there are ways to.

Can't you just download said item onto a micro SD card on your Ipad (If it does have that I dunno, I own android.) put the micro SD in a micro SD adapter SD card and just transfer from SD card to computer?

iPads don't have MicroSD cards, otherwise Apple wouldn't be able to put ridiculous prices on anything with a decent amount of fixed storage. The other problem is that iOS isn't as open as Android is, so I can't just download something onto my iPad, plug it into my computer and pull the files out of it, since I can't access any of the internal files, I have to download them onto Dropbox or something, which wont work on my phone properly, email the file to myself, download it from the email onto my phone and then transfer it.

It's a stupidly complex system, I could sort it out by getting proper WiFi but student life demands that I spend all my money on ramen, not WiFi when I have a system that at least works.
