Uh... Communism? The intentions are good, but human nature will always thwart the intent behind a system and allow a wide range of alterations and twisting of the original vision.
As a concept, communism. It can work in small groups of people, but for running a country it is very poor.

Fascism may be pretty bad, but it is certainly more suited to running an autocratic country. In the end, under either system the people eventually rise up against the government. That or they lose some war or hit an economic crisis and collapse.
