Fallout 4 is a full game.... vanilla. I have heard that Nuka World nearly makes up for it (From a hardcore fallout 2 fangirl), and it is an amazing base for mods. Just not that interesting without DEM mods tho. Prolly the second best bethsoft game for mods.
